For the Night of 5 February 2010

two-day meeting of the home ministers of the South Asian Association for Regional Cooperation (SAARC), scheduled for Feb. 26-27 in Islamabad, was postponed Feb. 5, NetIndian News Network reported. The decision, which reportedly was made because the dates were inconvenient for Nepalese Home Minister Krishna Prasad Sitaula, will delay a visit to Pakistan by Indian Home Minister P. Chidambaram.

Indian and Pakistani officials met on Feb. 5 to discuss the agenda for high-level bilateral negotiations, Reuters reported. Pakistan's high commissioner to India, Shahid Malik, after meeting Indian Foreign Secretary Nirupama Rao, said he will talk to Islamabad and choose an agreed-upon date. Indian officials called the meeting constructive and were awaiting word on a date that works for Pakistan. Indian officials suggested talks on issues regarding peace and security, with an emphasis on counterterrorism. Malik said all issues will be discussed.

Russian President Dmitri Medvedev on Feb. 5 approved a new military doctrine for Russia that allows preventative nuclear strikes against potential enemies, RIA Novosti reported, citing presidential press secretary Natalia Timakova.

Russian Foreign Minister Sergei Lavrov asked on Feb. 5 for clarification from the United States on plans to deploy missile defense facilities in Romania, Interfax reported. Lavrov was speaking at a news conference in Berlin. "We are proceeding from the agreement reached by (Russian President Dmitri Medvedev and U.S. President Barack Obama)…that the threats and risks of missile proliferation will be assessed jointly," he said.

Thousands protesting against Cote d'Ivoire's election plans rioted in Man near the Liberian border, Reuters reported Feb. 5, citing officials and witnesses. A spokesman for the local military commander said 200 security forces were over-run by about 5,000 people. There have been similar protests in Katiola and Divo during the same week
