Contract Description
Contract provides (3) Blanket Purchase Agreements (BPAs) - Education Streamlined Acquisition Tool

BPA Pool A: Policy, Program, and Performance Analysis and Evaluation: Analyses and Assessment of major educational policy issues. Information produced by these assessments contributes to internal debate on budgetary, legislative and program modification decisions. Deliverables provide background analysis and support for major Administration initiatives and input for Congressionally-mandated reports.

BPA Pool B: Research and Assessment Design, Data Collection and Analysis: Examination of the inputs, processes, and outcomes from a program or educational treatment that will be used to inform Congress and the public about educational outcomes. Deliverables provide detailed data about external program effectiveness and other important conditions and trends in education that will be used to monitor performance and progress or develop analyses of factors that influence results.

BPA Pool C: Technical Assistance: Delivery of professional consultants and/or identification of qualified experts on a rapid basis for various program areas. Subject matter experts will provide planning activities, evaluation, reports and policy papers to state and local level department program grantees or sub-grantees in the areas of organization, program administration and implementation, evaluation, and assistance. In addition, industry experts will provide professional development for teachers and program administrators and instructional design and policy development workshops.
