DLMSO Analytical and Technical Support

Challenge:

To provide functional and analytical program management, IT policy and planning, enterprise architecture, enterprise resource management, and Business Process Re-engineering in order to bridge together disparate business management and logistics applications in the Army, Navy, Air Force, Marine Corps and DoD which operate on multiple, massive data systems.

Solution:

KGS’s DLMSO support encompasses the application of analysis and design functions implementing new or revised policy guidance and instructions provided by the OSD proponent offices. Specifically we developed recommendations for forwarding to appropriate OSD proponent office(s), new or revised policies with supporting analysis identifying and explaining process improvements. We’ve identified and evaluated requirements for future logistics operations and system architectures enterprise-wide. Assists the DLMSO in managing and publishing DLMS metadata and associated reference tables.

• KGS assists DLMSO in providing, reviewing, and supporting XML and other EDI training requirements for DLMS functional and technical users. Reviews and evaluates DLMS-related training programs developed by other training resources.
• KGS assists DLMSO in reviewing DLMSO’s administrative and resource requirements needed to execute their DLMS and other program management responsibilities on an enterprise-wide level.
• KGS provides business rule configuration management; develops metrics and measurement processes to oversee logistics business processes. Represents DLMSO on functional area management working group processes and recommends methods for eliminating redundancies between them.
• KGS assists DLMSO in developing the requirements for a DoD-approved transformation initiative for automating and improving the electronic transactional exchange of Supply Discrepancy Reports (SDR) within the DoD and between DoD Components and their trading partners. We also assist DLMSO in developing transformation plans for building a business rules repository.
• KGS assists DLMSO in the review and coordination with the DoD Components and participating external organizations all requests for system deviations and exemptions and makes applicable recommendations for forwarding to the OSD proponent office based on fact finding status or analysis of accompanying justification.
• KGS assists DLMSO in facilitating and documenting the results and activities of work groups, process review committees, integrated process teams and other collaborative efforts led by the DLMSO. We assist and support DLMSO’s participation on integrated process teams (IPTs), work groups, internal management meetings, or similar collaborative or information exchange efforts across the DOD complex.

Results:

As a result of KGS’s support, KGS continues to help DLMSO and its logistics stakeholders improve its logistical information sharing meeting the challenges associated with IT integration, transformation, and exchanges within a complex DoD network managing and making available logistics data from all four DoD services.
