John Horner

Vice President, Financial Services

Mr. John Horner is Vice President of Financial Services within the KGS Financial Management and Accounting Solutions (FMAS) business unit. Mr. Horner has over 18 years of experience leading financial management and accounting support engagements for defense, homeland security, and civilian agencies of the federal government. Mr. Horner currently provides executive oversight for contracts assisting government customers with audit readiness, liaison, and remediation; variance analysis, reconciliation, and financial reporting; documentation of financial business processes, testing of internal controls, and mitigation of deficiencies; and remediation of issues with completeness, existence, and valuation of real and personal property assets.

Prior to joining KGS, Mr. Horner was Assistant Vice President for Business Development at BRADSON CORPORATION where he coordinated identification, qualification, pursuit, and successful capture of new business opportunities. He also led contractor support contracts at numerous DoD and civilian agencies, particularly in areas of financial transformation, internal control compliance, contract reconciliation and closeout, and Foreign Military Sales (FMS).

Mr. Horner retired from the US Navy after 21 years of distinguished shipboard and shore-based service. In his last Active Duty role, Mr. Horner was assigned to the Navy International Programs Office (Navy IPO) where he coordinated all Navy security assistance efforts for numerous friendly and allied countries in Central and South America and the Caribbean, including transfer of surface combatants and amphibious ships to Brazil and Mexico. As Operations Officer on the staff of Commander, South Atlantic Forces, Mr. Horner directed preparation and execution of annual UNITAS and West African Training Cruise exercises. He was assigned as a Surface Warfare Officer on several amphibious and surface combatants in Pacific and Atlantic Fleets. Mr. Horner also participated in the Personnel Exchange Program as an instructor of English and Naval Sciences at the Mexican Naval Academy.

Mr. Horner holds a Bachelor of Arts degree in Latin American Studies from the California State University at Los Angeles. He joined the Navy after completing graduate studies in Bicultural Education and was commissioned in 1972 as a distinguished graduate of the Officer Candidate School in Newport, RI. Mr. Horner attended the Naval War College in Buenos Aires, Argentina, attaining the title of Diplomado del Estado Mayor Naval.
