Jill Carney

Deputy Chief Operating Officer (DCOO)

As DCOO, Ms. Jill Carney works throughout the KGS enterprise, supporting the President and COO in implementing KGS's business strategies, solutions and service offerings. Ms. Carney joined KGS as Director of Federal Contracts in March of 2009 to provide guidance and strategy on federal contracts and compliance matters. In her capacity as Vice President, Contracts, Ms. Carney was involved in identifying solutions and mitigating risks across all business units.

Prior to joining KGS, Ms. Carney was a Contract Manager at EDS, where she had oversight of the contract management of EDS’s federal contracts across multiple civilian and DoD agencies and departments. In over 20 years at EDS, she held leadership roles in their business and contract organizations, and had hands on experience with many large, complex procurements and contracts. In addition, she led the team that defined and implemented EDS’s federal contracts processes and tools, and designed the corporate federal contract management system that was used to respond to internal and external reporting requirements and audits.

Ms. Carney brings over 23 years of business management expertise to KGS. She earned a Bachelor of Arts degree from Gettysburg College.
