Stone Davis

Vice President, ISS Operations

Mr. Davis joined KGS in August 2010 as Vice President for ISS Operations and Deputy to the Intelligence & Security (ISS) Business Unit VP. He provides strategic vision & team-building, intelligence expertise, and operational excellence & leadership to the development of KGS’ Intelligence & Security business sector and the execution of its contracts and programs. He is the Program Manager for KGS’ work on the Army C-IED contract, supporting our troops in Afghanistan.

Prior to joining KGS, Mr. Davis had a distinguished 21 year career as a United States Navy Information Warfare Officer. His career encompassed varied operations, intelligence, leadership and staff assignments, at the strategic, operational and tactical levels, afloat and ashore, in Service, Joint & Intelligence Community environments. He most recently served at U.S. Fleet Cyber Command/TENTH Fleet, Ft. Meade, MD, where he held the positions of Director of Future Operations & Plans and Chief of Signals Intelligence, Electronic Warfare and Computer Network Exploitation. He played key roles establishing Fleet Cyber Command as a major new Navy fleet, and as the Navy component to U.S. Cyber Command and the National Security Agency (NSA).

Earlier Navy tours include service as Commanding Officer of Navy Information Operations Command – Texas (NIOC-TX) in San Antonio supporting NSA and U.S. Southern Command (USSOUTHCOM); Chief of NSA’s Cryptologic Services Group (CSG) at U.S. Central Command (USCENTCOM); Director of Signals Intelligence/Chief CSG BAGHDAD at Multi-National Force – Iraq (MNF-I); and assignment at U.S. SIXTH Fleet, Gaeta, IT as Cryptologic Resource Coordinator, Intelligence-Surveillance & Reconnaissance (ISR) and tactical Watch Officer. He served as an Information Warfare special program Officer-in-Charge, and onboard USS KINKAID (DD-965) and numerous other Navy ships and submarines. His responsibilities included expertise in maritime and ground operations; counter-terrorism/insurgency and counter-narcotics; ISR, targeting, Signals Intelligence, Cyber and intelligence fusion; policy, planning and strategy; personnel leadership and management.

Mr. Davis holds a Master’s in National Security and Strategic Studies from the Naval War College and a Bachelor’s in Political Science & History from Colorado State University. He is a graduate of the Naval Intelligence Business Executive Course at the Naval Post-Graduate School and the Navy Command Leadership Course.
